It's happening in the US as well. It's called 'Grandparent Scam', or 'Grandson Scam' they do the same thing as in Japan, call up and pretend to be a child or grandchild in distress.

"Jim and his wife of Wilmington, N.C., for example, received a call last month from a man saying he was their grandson.
The man said he had been in a car accident while traveling in the Dominican Republic. After explaining his injuries and that he badly needed money to get out of jail and return to the United States, the man begged Jim, 78, not to tell his "parents" and blamed his voice change on the accident.
"'Con man' is short for confidence man," Steve Baker, director of the FTC's Midwest region, said. "Their expertise is gaining your confidence."
Jim, who asked ABC News not to publish his last name, worried about his grandson's safety and health, followed the man's instructions and wired him several installments totaling $7,200 through Western Union. He and his wife had not spoken to their several grandsons in weeks, all of whom live out of state.
Jim learned he was the victim of an imposter scam when he called his son after a day to check up on him, and the grandson was fine at home.
"I obviously felt terrible about it," Jim said. "My first reaction was I felt stupid. I can think of 1,000 questions that would have stopped it." "

They are mandatory here, too, either the jackets or the flotation devices (although that's likely to change now).
Spoon, according to NHK this morning, only one of the children under 12 on the boat was wearing a life jacket.

Even the DUCK tours in the US won't leave until all life jackets are on...those that refuse are kicked off. It really shouldn't be up to the passengers.

We had them in Kobe in '95 and after too. The roads were jammed into Kobe every morning. We were trying to go in to clean up DH's business and get it reopened. In way too many cars you saw a bunch of young kids or obasans laughing and chatting while winding instant cameras. Two days post-quake, when the Self-Defense forces were still not fully deployed, you had people standing out in front of fallen houses flashing the peace sign for pictures....there were probably dead or dying people in a lot of those buildings, but have to get that photo op!
They're mostly ghouls, I'd think.

It used to be a 'scorcher' when it went above 30c. 35, 38C is not normal here, but becoming more frequent.

I personally think that kindergartens should stop employing 60-70 year old men as drivers. The ones in my neighborhood regularly make poor driving decisions on narrow streets (probably trying to keep on schedule rather than keep the kids safe). You don't have great reflexes at that age. One bus returned to the kindergarten and all the kids were safe, the other bus continued on. Obviously a poor decision on the part of the driver.

You really have to have free time on your hands to have coffee mornings. In my neighborhood it's once every few months, at 3 or 4 pm, after all the house work is done.

You really have to see about that cough ;-P No links, but I watched a 3-hour special on all the faults in that area, and they detailed the past history of the area (past 1,000 years) and that was one of the things they said, was that this quake triggers another large one either further down near Shizuoka, or in the area between Niigata and Hokkaido.
Kansai has been active since January, when there was a quake that went straight up from Osaka Wan up the mountain to the Higashi-Nada area. I rather sharp jolt, from what I hear from those living there. We just got the sound of it up here in Kita-ku. The Kobe City side rumbles along with Osaka Wan, Wakayama and that area, Kita-ku shakes most when there's a quake in Kyoto Minami.

Actually, the Tohoku quake after-effects historically have gone two ways...down the coast to Shizuoka, or across to Niigata and up north to Hokkaido. It seems to me that it's the second pattern we're seeing now for the most part. If you go onto the JMA's earthquake site and click back through the past few weeks, you see small to medium quake markers going Fukishima-Fukushima-Fukushima-Niigata-Fukushima quite often. 3-4 quakes in Tohoku, one on the Niigata side. It looks like ping-pong! The quakes on the Niigata side have really kicked up since March.
