    These high school girls with their short skirts are partially to blame... they're tempting or even entrapping guys with their seductive clothing.

    To choiwaruoyaji: You do realize the schools require the female students to wear such short skirts. It's not like they chose to wear them. So they are not a fault. And even if they are so tempting, one should not sexually harass someone just because you are sexually frustrated. It's just wrong. How would you feel if someone sexually harassed you because of what you were wearing. People who sexually harass others need to get a life. (=.=) Makes me sick!
