Car seats in Japan? BwaaHaha, that may be one of the funniest things that I've heard.
Kids are allowed to run free in most cars here -- most parents and inept and the cops are useless in doing their part in protecting kids.
Cops are too busy fighting crime (e.g. ensuring you have a light on your bike, ensuring your bike has that silly sticker, stopping people for running red lights, etc).

I just wonder how many times small kids have to get hurt or killed before parents/guardians figure out how important seat belts are.
