You all need to remember this is a lifting of OFF base drinking prohibitions. They are not suffering from a "long dry spell", because they have been able to drink ON base.

We do not have a deserter from Japan every month or two. What a crock. We certainly have U/A's, but there is a mighty big difference between the U/A and the deserter.
