This is why most Okinawa people want the removal of the American Bases. These "children" need to undergo justice from Japan and not be allowed to escape justice. There needs to only be one law. Americans should not be except from it.

These "children" seem to be so troublesome. Perhaps the solution is to send them all packing and back to the states. Let the military do shorter tours without their families. Send the families packing, save money and lower crime.
