While I sympathise for the girl's condition, I'm in agreement with tmarie and other posters who can see the school's side. She is vulnerable to infectious diseases therefore cannot expect to attend a class. I don't understand the uproar.

electric2004 - discount only applies expressways outside the Tokyo and Osaka metropolitan areas subject to separate tolls. You get a discount on the shuto with ETC anyway

I so don't get this - you have your problems so you kill, or try to kill, someone else? How many crimes in the last few months have been committed and the perp says "I was upset/frustrated/having a bad day/angry about something"....Very scary.
