Old people are fragile. They break when they fall down. Broken hips often don't heal properly and can lead to fatal complications. Consider living the rest of your life in pain or some other serious debilitation.
According to a Japan Times story, there have been something like 11,000 bicycle on pedestrian accidents since 2003. Not sure about total fatalities.
Technically it is illegal to ride on the sidewalk unless posted (jitensha oyobi hokosha senyo doro hyoshiki). It's not enforced because the police think riding in the street is even more dangerous.
I am frequently nervous when cyclists zoom by at high rates of speed. Sometimes they even nick my bag or hand. I can well imagine an elderly person being terrified/angry when out and about. That said, she is obviously a bit of a nutter.
The school could have had a safety lecture during the weekly assembly. I would consider it well within their purview.
