For many cultures - hungry or not - fine dining speaks much more than endless speeches and big mouth jokes. The intimacy of sharing refined food is an invaluable base for efficient official diplomacy. Cutting in this budget sounds to me like a bad saving.
There are most likely much more fake expenses (e.g. abusive entertainment in night clubs) that would need to be scrutinized. But this is another topic related to code of conduct.

It's all a matter of balance. If you have done your job, worked hard or solved an issue, having a little break is good. Could be at the coffee place, cigarette pause or a little surfing within decency of sites visited. I personally spend some time on wikipedia or e-newspapers, which is nothing else than reading professional/info magazines. It opens the mind, increases the knowledge and gives a relaxed time, which is all benefit for the company. All big companies with billions of profits allow their employees do so.

As an example the people who acted against Hitler did illegal things, but are heroes. To use a famous Hollywood movie example, Schindler is and deserves to be a hero.
The analogy is only here to serve the most important point: use your brain, humanity an altruism everyone has in his heart for the real good of everyone.

The problem with USA is that its history is made out of good against bad. The bad could be Indians, communism or terrorism (not to say muslims to be politically correct).
The McCarthyism definitely embedded this view of the world in the american society. USA needs an enemy - could it be real or virtual - to keep its social cohesion and maintain its dependance of being perceived as the white angel of the world.
And this exasperates the rest of the world. Why is USA the main terrorist target? Answer this question and you can get rid of the NSA and its privacy killing practices.

I am sure this will be a great machine. But the fact of the matter is that they went into commercial production and operation too fast by skipping some deep reliability checks due to financial pressure most likely.

Definitely one thing: the pride of the salarymen to say they are tired all day long and the wide acceptance of sleeping deep (literally snoring) in meetings even with senior management attendance.
This is THE piece of the japanese corporate culture that is miles beyond what I can understand.
