  Are porpoises and dolphins endangered or not? Does the IWC have jurisdiction over porpoises and whales or not? In all my years, unlike whale meat, I've never seen porpoise meat for sale in Japan so I have to assume it's a regional thing? And what's it taste like?

  I believe China is the one who had to make the most effort, to overcome the rabid anti-japan sentiment of a couple years ago and literally do a 180 degree turn. Fukuda on the other hand simply had to do nothing to upset the masses.
