Simple solution - fill the lower floors of tall buildings with concrete and continue to live in them, traveling by boat and bridge.

This is an interesting solution. Very Practical.

This is common practice with temporary workers. They are brought in to fill a deficiency in labour. Less production=Less need for labour.
