It may be out of topic but with the way most public restrooms for gents are built in Japan it's difficult not to flash the passers-by. I guess it's on purpose to release stress, maybe in his area the facilities didn't provide this opportunity and he had to take it out in the streets.

This is what happens with such ill-defined questions.
Half of the people here answer its literal meaning. Is smoking pot harmless? No. Basically nothing is harmless, even juggling pineapples. Would I let my kids have a few puffs at breakfast? No.
The other half answer what the question implies. Is pot harmless enough to be legal? Is pot less harmful than other forbidden fruit? Probably yes.
I had something more to say, but I forgot what it was.

Only the posters should be held responsible for posting unlawful content etc. However, website/forum operators should be held responsible for failing to remove such content once they learn of it/are ordered to do so. As far as I know, the 2chan owner ignores at least some court orders to remove a specific content. Then, forum software contains many tools to filter out and censor unwanted or illegal contents.

Well, it's back to an old question whether it's a good idea to take one-year-old babies to a hot spring. As far as I know it isn't, so the next question is, why the mother took her baby there and stayed in a bathtub usually way too hot for babies long enough to pass herself out and drown them both?

It will be hard for this particular victim to win anybody's sympathy here but occasionally even noisy and rowdy night bikers grow up and may become law-abiding citizens some day. He wasted his chances but on the other hand maybe now somebody can turn his kidneys to a better use.
