What is really of interest is how many of these jobs are publicly advertised on a basis whereby ex bureaucrats compete against those from other sectors and the ratio of acceptance for these positions.
This guy is a permanent politico with no experience other than in the political world - i.e. basically he's a bit of a freeloader who's probably got away without doing any real productive work throughout his career.
