Exactly right. Backing out on to a narrow road full of peds, cyclists and cars IS more dangerous than reversing in. This tragic case is an exception.

I had the same thing about three months ago, though. An old fool in his k truck reversed into me in my car park. He didn't look behind at all. I am more vigilant now.

Japanese tend to back into parking spaces due to the narrowness of the roads, I think. Reversing out into the road is always* more dangerous than reversing in to a closed parking space.

I think its partly a case that Japan wants prove that it is still relevant in E.Asia. In reality, America, China and Russia call the shots when dealing with N.K. For the N.Koreans, sidelining Japan is part of the game.
