No, it is too much of a gray area. An 18 year old having consensual sex with a 17 year old would put the 18 year old away for life? Also, I'm still up in the air about Enjo-kosai. Goods for services and everyone is willing. It's prostitution, okay, but does the john go to jail for life for that? I'm inclined to say "no."
