I agree with Farmboy. Mostly likely the schools will have several options to allow the Japanese students to enter the University. I think TOEFL might have more of an impact on the international students from non English countries.
Starting English studies earlier in school like Yubaru suggested would be good. I would go even further and say get rid of Katakana. It does more damage than good. It might have been practical for folks during the immediate occupation of Japan after the war, but now it is a crutch that does more harm than good for language learners.

Actually, research shows that there is an age range that makes it easier for children to learn language. It doesn't necessarily mean that they learn it faster and better than adults. Research also shows that an adult can with attention and lots of practice reach a level to that of a native speaker.
Don't know about you but I have met plenty of biracial children in Japan who are just as bad at English as the rest of the Japanese students.
The problem is more about delivery, motivation and attitude. I have met quite a few successful young and old language learners in Japan with very little experience outside the country.

People think she cheated in the previous match with the young American. She also pulled out of her previous tournament when she learned her upcoming opponent would probably be Serena Williams thus losing her #1 ranking before going into the Australian Open.
She is similar to the last few #1 ranked women's players. All very weak and play mostly minor tournaments while loosing most majors or avoid playing strong players as much as possible. Her behavior in the tournament lost the crowds support.

What you are saying about the US doesn't really make sense or relevant for this story.
Point#1 What you describe in the US as dancing doesn't take place in Japan. Which is a point the article is trying to
make. The strippers in Japan don't really dance or entertain at all. Maybe if they did the business wouldn't be so bad.
Point #2 The business in the US isn't dying out. Therefore this "same dance" you described isn't killing the business in the US. The stripping business in the US is striving. Actually, stripping like porn is recession proof in the US.

It's against the law to dance in Japan? It sounds like one of those stupid Japanese laws put into place because they feel Japanese people cannot dance as good as the Gaijin so it is unfair. Like similar laws in Sumo and other activities where the Japanese feel inadequate.
Do they believe this will clean up the Gaijin filth plaguing their pure city? What about the Japanese owned Discotechs in Roppongi?

I would say the biggest reason is because the suspect is Caucasian in a "European country". Even if does have a slight tan being from Romania. The idea of "Charisma Man" still exist here in Japan. Like, you said the common sense that is usually displayed is commonly thrown out the window. Visiting places they really have no clue about other than what is shown in movies. They are probably safer when visiting countries they view as more dangerous simply because they are more attentive during the trip.
I actually suspect that Japanese are more victims of crime in so called "Western countries" on average based on the number of travelers and simple carelessness.

Yeah, big cats have covered almost every square inch of this planet. Even the current big cats covered a larger range than now. Especially when the worlds topography was different. Western Europe maybe not so much. India has Lion, Tigers, and Leopards but they also had cheetahs. Lions were all over mainland Asia. Not to mention these animals were also transported from around the world. They were typically less robust than their African counterparts with shorter mane. They were also not pack animals which is one reason why they didn't last.
It is more likely, Europe especially Rome imported animals to be slaughtered in the arena. They almost single handedly caused near extinctions. The end of the Roman empire was a blessing to the animal kingdom. Just like Western colonization of the new world.

I also think it is another way to allow more Chinese to come to Japan long term. One of the big deterents at the moment from large scale migration has been the relative high standard of living.
Once the yen goes down a little then more will be able to come over. There is reason why most major cities in the world all have long term Chinatowns.

If I was from Fukushima and directly affected by the disaster, I would be little a pi#^ed off by this. I might feel they were trying to exploit my loss for the personal gain of those with ties to the Japanese Olympic committee.
I can't imagine people in Fukushima who lost everything and facing difficulties everyday thinking "You know life is really bad for me now but it will be so much better if the Olympics would come to Tokyo 8 years in the future."
