The Japanese mentality towards drugs in general is odd, to put it mildly. They lump marijuana into the same category as cocaine/heroine, and then apply one set of rules to 'normal' people while celebrities can do as they please and get a suspended sentence at worst.

This would not be a good thing for Japan. Giving voting rights to non-citizens - even in a limited, local sphere - would open up a Pandora's Box tyhat would be near-impossible to close....
