They do this for the "chikans" on the Midosuji subway. It's always funny to hear "grouping is a crime, please people who are or see someone get groped, please...."
These obvious criminal activities like shoplifting don't really need signs stating so. They just need more severe punishment and greater public displays of embarassment bestowed upon them and their families.

The problem is that most violations are not enforced/ticketed.
Just like the previous poster wrote, Midosuji is supposed to be smoke-free, but it's definitely not.
Near my house trucks and cars are ILLEGALLY parked on the side of the road so a busy two-lane road suddenly becomes one causing all kinds of dangerous situations. If the keystones were to ticket these approximately 20 cars, that would at least be 400,000 yen in our prefectural coffers every hour (and there are dozens of cars parked like this all day w/ the keystones doing nothing about this). These laws get passed with no action taken by these worthless "law enforcers".
As for bikes on sidewalks or streets, it's stated that bikes are to be ridden on streets except for sidewalks marked for both pedestrians and bikes. ALSO bikes are allowed on sidewalks where it is "deemed dangerous" to be on the street. Yes, it is very ambiguous and up to the keystones' interpretation - this is why no one seems to really know the rules concerning this.

Have they thought about the fact that the elderlys' pensions are not enough to sustain them? Especially after the government unexpectedly started deducting medical payments directly from their pension checks.
With the economy beginning to tank, an increasing number of their children won't be able to help or support them either. There's going to be a lot of elderly in the very near future here in Japan, so expect this kind of unfortunate activity to explode. People need to eat.

In the mid-early `90s I left the US and came to work in Japan. The fuel efficient cars, especially the kei-ons, really impressed me and was glad to see so many advances and effort being made to create environmentally friendly cars. Of course, the high prices for gas was/is a big factor in all this. I really felt that this would've been a great direction for the US to go at the time.
I returned to the US in `99 and found everyone and their grannys driving giant Ford F350 pick-up trucks, Excursions and huge SUVs everywhere. And I mean everywhere! The average fuel economy had actually declined. How disappointing it was to see how dramatically the US had digressed from attempting to make smaller fuel efficient cars in the four year period that I was gone.
The US auto industry is reaping what they've sowed. I knew for certain 10 years ago that this day was coming and I don't feel one ounce of sympathy for the Big 3. The US consumers were/are collaborators in all this. They've always had a choice and they chose big. That's too bad.

ANOTHER hit and run. Albeit a bicycle, after hitting someone this jerk shouldn't have left, especially a little old lady. Karma will make sure to it that he comes back as rodent.
Whether an old lady was out for a walk at night makes no difference. Criminal behavior by this 37 year old "man" is what's to be condemned and hopefully prosecuted (heavily).

As for as "the Japanese" not throwing change at the homeless, I and fellow non-Japanese walk by many of the homeless in Osaka everyday.
Never have I seen any of my colleagues give any of the them any change or ask if they need help.
I think some of you posters need to think about how much out of the way YOU go to help the down and out here in Japan. Sounds like a lot of finger pointing at Japanese society and quite hypocritical.

You're probably right, Dogdog. A technique that I used when I saw a man pushing and roughing up another man at my local station was to walk over to the station attendant and told him what was happening, right away.
As he went to take care of the situation, I proceeded to continue on my way home. At least, in such a public place with employed personnel nearby, someone should tell them. Lack of doing this is what is so disheartening about the above story.
Station personnel will (or at least should) notify the police right away otherwise they are setting themselves up for possible litigation.

This turned into a worse problem when Pakistan made an agreement with the Taliban to not persue them in Pakistan's north east corridor, so as to quell the violence being directed at them by the Taliban.
This appeasement has allowed the Taliban to regroup and establish safe-havens in which to continue their struggles in Afghanistan.
The US (and their coalition partners) are paying the price for this. The solution is for the US to pressure Pakistan to dissolve this "soft approach" agreement or else lose funding from the US.
This incursion into Pakistan by US forces is definitely the wrong approach to this problem.
