Not legal, I believe, but all too often b-all is done about it, probably due to some combination of the difficulty of proving anything and some idea that there isn't really anything wrong with it so the law needn't be enforced.

What a strange thing to do! That suggests he's afraid that any cooperation by the Japanese authorities would be helpful to the prosecutors. If he is truly innocent, surely such cooperation could only help his defence! This lawsuit implies to me that the Japanese authorities know something that he wants…
