I remember hearing about this in Japan before. I'm sure it's happened in other countries as well. It's just something that happens on the spot and probably can't be explained other than people just doing what everyone else is doing.

It's a bit odd to see "crackdown" used for both the slaughter of civilians in Syria as well as rules that would allow a park owner to clean his park....heh. Must have been a slow news day.

Iran's a bit strange in terms of control. They have a lot of different competing factions who control certain parts of the government and they often do things without the knowledge or authority of the others. My guess is that if Iran really did this it was done by a small number of rogue elements. We'll have to wait and see what evidence is released.

Not that I'm against such measures, but it seems a bit silly to tax your own businesses on one hand while selling all the coal you can to China on the other. China will produce more than the pollution you save, and their businesses won't have to face the same expenditures.
