Most likely because at school they teach to pass a test and that is all. You can be the worst English speaker in the country but if you do well on the test, you can advance to a good school. And as DoctorTofu said, this approach simply does not work well for speaking a language. I am sure there other factors but I think this is the biggest one.

It is a good idea. This is a country that needs to be woken up. These people are standing in the convenience stores for half an hour reading a magazine with their cars idling(and a\c running) in the parking lot. Not to mention the thousands upon thousands of taxis idling day and night throughout the country. If only a few people can have their eyes opened it will have been worth the money and gasoline spent. Williamsmith. Are you some kind of rich oil baron or something? Or do have you just had your head in the sand for the past 20 years?

in all fairness, the girl in the Bigger Bras ad is not too shabby. i prefer Japanese girls too but come on. she`s pretty nice.
