There was a case recently, in the states, of someone getting billed like USD 25k for the search and rescue teams. The person was lost in the woods or something. The authorities should charge these people for the city/government services used for this stunt.

Money payments to street vendors...
Once while roaming through Kabukicho, I saw a gentleman walk up to one of those kebab places and get handed an envelope. The gentleman then went over to an old limo type car and handed it to someone in the backseat. Additionally, one of them (I forget which) made a notation in a notebook.
I thought... awwww... rent payments for street space.
