Obama should not have bowed. Only subjects bow to the monarch. It's not etiquette because Obama did not bow to Hatoyama and other of his cabinet. Head-downing only to the emperor is inappropriate for the US president.

A difficult one for any US president actually. By visiting those places, the US would be undoing their decision to drop the A-bombs - which were proven necessary, but weren't the best method, to halt Japanese aggression throughout Asia and beyond.
