All transport apart from heavy goods vehicles should be electric powered. There is no real need for people to travel long (and high speed) distances around Japan as there are always services within a few miles.

In a free society (as oppose to a nanny one) the individual is responsible all their own actions. The responsibility of the bar owner stops as soon as he does what he's suppose to do: by serving drinks under demand from the paying customer. If the customer then ends up causing an accident it's their problem. So, NO, the bar owners should not be prosecuted for serving drinks!
Also, NO to the second question! If I knew my driver were drunk I wouldn't want to climb into their cars in the first place. Adults are not kids, again, they should be responsible for looking after themselves.

Among the modern population yes. But traditionally it will be seen as an improper job (also perceived as low paying job).

Improve it's national image. Especially amongst it's Asian neighbours which will be the main source of tourists for the future.
Japanese people should improve their attitude towards foreigners. Putting up "Japanese only" signs outside restaurants and bars do not help at all.
