15, 25 years? You're all being nice. I think life in a Japanese prison, living the same way the local national prisoners do, and the USA footing the entire bill sounds a bit more fair.

I agree with you that only US nationals should be sent here. How can you expect someone who is not a US citizen to behave as an ambassador of the USA?
