In front of a huge crowd, the Pope says to Sarah Palin, "With one wave of my hand I can make every person in this crowd go wild with joy. O...ne little wave of your hand? Show me." So the Pope slapped her in the mouth.

Not everyone on a US installation walks around with loaded weapons. That fact does not give you the right to cast doubt on our marksmanship standards.
