In all fairness, I've read plenty of Japanese on Japanese crime that is reported one day and basically forgotten by the third day. It's posters that keep the story alive in my opinion.

He will always be Nigerian, because he is not a Naturalized citizen in the USA. Just like their are permanent residents in Japan who still hold a passport from their native country. They are not Japanese.
