Yeah... carefully worded to mean "change the plan" and "you change our relationship in a negetive way". That base isn't important, but the Cola, Golf courses, Housing allowance, Clubs and shopping Malls on base are indespensible to the colony and especially the housewifes.. nice place for Americans to feel superior…
