Whats wrong with the police saying they believe he had the intent to kill? Well until you capture the guy and have a confession or found guilty in court, you really can't say otherwise. Yes it maybe obvious, but criminal law isn't based on how things are obvious.

Statute of limitations in Japan is 25 years now, with discussions of extending it, though my opinion is get rid of it alltogether.

Actually this is the Tokaido Shinkansen operated by JR Central, so its today's delay of an otherwise ontime record.

The delay's reported the other day were JR East Shinkansen services which despite being a JR Company and sharing "Shinkansen" name, is a totally different network managed by different people.
