YOU are missing the point that there are some occupatons which could call for being put on duty on immediate notice at any time 24/7.

If that's the case, these occupations would likewise be prohibited from drinking...ever. To my knowledge, that is not the case.

All the pro MJ folks keep forgetting, when you light up, everyone around you is gonna be affected immediately. Second hand smoke doesn't just dissipate around you, it travels for a few blocks before it really does go away (affecting a few others in its path).
