To me, the most perplexing part of this whole groping pandemic here is that on the one hand, this guy did this 200 times, and on the other hand, ALL IT TOOK was the girl to turn around and grab his hand, and he obediently waited for the authorities, and confessed everything.

These girls got passed between three different dudes, and it doesn't say anything about the girl who left "escaping" or anything like that. this went on for a month. I hardly doubt the girls were held against their will. Since they were only arrested under the child welfare, law and are charged with "indecent acts with a minor" I doubt they will get any jail time. these girls, despite their age, are a lot less innocent than you guys would like to think. I do believe they knew what was up.

No, but congress did officially apologize, and gave a significant sum of money to those that were interred.
But that is apples and oranges, as the internment issue is with the U.S. government and U.S. Citizens.
Pearl Harbor was an overt, deliberate act of war with the intention of killing thousands who weren't yet an enemy. It's very hard to just pretend something like that never happened. But since Japanese style is to turn a blind eye to things like this, and never admit wrongdoing, it is to be expected.

this is why this "proposal" will fail. by framing it in terms easy to understand by potential voters, he is failing to address the underlying reasons for the recent troubles, which are far more complex than a three second sound bite allows.
And yes, SushiSake3, this does sound like socialism. All socialism ever does is take away the incentive to produce from those willing to do so, while claiming to give free stuff to those that aren't. It's never worked before, and it's not going to work now, unless of course you are an underachiever looking for mommy-government to take care of you.
