It is a worry, countries like Dubai put people in jail for a long time for just traces of drugs, and some countries have the death sentence. This is a very serious betrayal of trust. We are left wondering if they are treating our fingerprints in the same manner, flagging people as terrorists to see if the system works maybe ?
It also makes you wonder what they expected to happen, was the dog supposed to find the drugs before or after the person picked up their bags. In which case what would they tell the person if the person objected ? Don't make a fuss or else ?

I'd say your compassion should be reserved for the friends and family left behind. The person that takes their life made a decision, the people left behind are the ones that have to live with it. I wouldn't call them twits, but I would say they are self absorbed and temporarily insane.

The real issue is how do you keep yourself from becoming angry with your kids. If you are angry and hit a child you are going to do a lot of damage, physically or emotionally. You are also going to feel terrible yourself afterwards for losing control of your temper. The art is to stay calm yourself and let your kid know where the line is.
Kids need to know right from wrong, but you can also stress them out with long or difficult explanantions. Keep the rules simple, let the kid have their own way most of the time and they will not freak out too badly when they either have to stop doing something or do something they don't want to do. Don't turn everything into a battle of wills. Timing and tone of voice are important.
When they do throw a wobbler let them get on with it, don't waiver, let them get it out of their system or distract them with something totally unrelated.

A strange story, I think the police should be in uniform when doing ID checks, I'm not convinced these people were police officers, perhaps immigration but most likely self important dicks. If you find yourself in this situation you should head for the nearest police box (koban) or insist on a uniformed police officer being present.
The "police" should not lay hands on a member of the public unless the person is behaving violently.
I'd contact your embassy and have them check if the police or immigration are doing such checks in Shinjuku and ask them to insist that they are done by uniformed officers. There are too many crazy stalkers in this country to believe anybody flashing a badge is a policeman.
