I think if Japan really wants to increase tourism the government should take steps to improve their image and to change the blatanly racist atttude by many of the population... ie Japanese only hotels, shops etc.
The economy will nt help the industry but they could help themselves without blaming…
so how many gold toilet seats, golf memberships, parties, "business trips" and huh hmmm hotel visits does this much money pay for?
they should work on minimum wage till it's paid back!!
