Yes, Han Chinese have been living there, as foreigners, from the age of the T'ang dynasty 7th century.

The Qing dynasty had re-conquered Xinjiang 18th century. The Xibe people are descendants of Qing army. And not a few Han Chinese lived there as merchants and bureaucrats, I suppose. But…

Chinese government insists the territory of Qing dynasty is their territory. They want to succeed to imperialism of Qing dynasty. Chinese government immigrate Han Chinese to Tibet and Xinjiang. It is colonialism.

There is no free voting for self-determination.

There was the Kingdom of Muslims in Southern islands of Philippine before Spain ruled Luzon. These islands belonged to sultan of Sulu, and U.S. had annexed the islands to Philippine in 1898.
