The problem(s) with electronic displays over paper:
paper has a higher contrast ratio with the ink so it's easier to read.
dead batteries are tough to recycle, paper recycles easily.
batteries go dead at unpredictable times.
electronics tend to go "poof" every now and then. Ink is pretty stable.

Most walk in freezers would have a door release on the inside to prevent this kind of thing from becoming fatal. Even if the outside latch is locked somebody inside can get out.

Since the MSDF ship was at anchor I rather expect that there is nothing to blame on her crew. I'm assuming that the proper sigal lights were displayed and that it was anchored out of any shipping channels, of course. But the fishing boat probably bears full responsibility for this.
