There were 8 more cops boozing at this barbecue party. This particular cop seemed to have been pretty drunk, but his colleagues nevertheless let him drive away. According to the present law, they should all be arrested and be held responsible. Back to Honda Cub/Koban duty I would say.

Well, he's lucky to be alive. The prisoner who got a high pressure water hose shoved up his behind wasn't so lucky and died (murdered). One guard got a suspended sentence for it.
