It's true that J-cops are often clowns but there's no suggestion as yet that they are being one on this occasion. He's obviously a suspect to one degree or another, and arresting him is perfectly legitimate if there is a possibility that he may destroy evidence or go on…

Unless you can seal yourself shut for 6 months til they develop a vaccine it might actually be safer to catch this now and gain immunity before 1) the virus becomes drug-resistant and 2) the health service becomes overwhelmed.
