For example, the NEAT group helps with detection and analysis of radiation, they provide telephone counseling, and they organize the tours, where local residents can return by bus for 2 hours to their homes to retrieve important personal items.

Let me give you a conservative answer:
In order to measure the given -104dBc/Hz, one needs a measurement instrument, for example a spectrum analyzer, where the combination of local oscillator and mixer has a better phase noise than the system to be measured. In other words, inside such spectrum analyzers (for example from Agilent, Tektronix or Rhode and Schwarz) there needs to be a local oscillator or synthesizer with higher quality. And yes, these companies put a lot of effort in it.
Standard analyzer models obtain also in the order of 100dBc/Hz, while top models achieve in the order of 130dBc/Hz.
The point for Toshiba is, that they were able to put their effort into a small chip, which will give performance at low cost.
The real problem behind this, is the ever more shrinking of the structures to be put on silicon, which results in building blocks, which had performed well, when the chip structures were larger, now needing a re-design.
A remember very well the nice features of GaAs based chips for high frequency applications. But they are not cost competitive for the mass market, which is supplied by silicon based devices.

As mentioned before, workers in public positions (like researchers) have to deal with the idea of the government to CUT the salary by up to 10 percent. Then for the summer bonus it will be a cut of 12.5 percent compared to last year. Never mind, also last year there was a bonus cut and also the winter bonus had been already cut 3 times in a row.

thanks for your link. The text you are referring to is written in a much better way, than the article here in JT.
It seems the JT author had some miss-understanding of several wave phenomena. Probably JT should cut out the word "glowing" in the headline. If the topic is gravitational waves, then the wave itself does not glow. The only thing that might happen is that the already existing glow of the plasma in the upper stratosphere or ionosphere is intensity modulated by the gravity wave, and yes, this can be observed.

While living and working in Germany, I regularly donated blood, but in Japan it is not possible for me, because there had been some cows with BSE in Germany, and additionally I was once for a one week business trip to London.
Well, also some Japanese cattle has BSE, therefore the only explanation for me is that there is good BSE (Japanese cattle) and bad BSE (all other). And then this is extended to blood donation for humans.
