People talk about ODA like its supposed to be for the benefit of the foreign countries.

Its just government subsidies to japanese heavy industry and construction companies. Foreign countries, even those in the targeted countries, are not even allowed to bid on the projects.

The JLPT 1kyu exam is so front-loaded with kanji knowledge that many chinese students that barely speak any japanese can nail all the reading, and get barely over the statistical average for randomly marking bubbles on the sheet for the remaining sections and still pass.
