The main problem is companies are hiring bogus programmers or cheap labor with little testing and no knowledge of their own product, don't fight the criminals fights the cause of the problem.
I've seen several companies not just in Japan gladly claim they outsource the development of their software to other countries to save money thinking that is the smart thing to do, but have no idea how badly written their software actually is.
