genjuro is correct. Japan already insisted on her rights about the island, when 李承晩(Syngman Rhee) drew his arbitrary, selfish territory line called Rhee Syngman's Line, and annexed Takeshima to S. Korea. Since then, Japan has proposed to solve the issue at ICJ.
