I suppose that here in Japan the limitation has been calculated as the maximum amount of time it would take the murderer to let their guilt build sufficiently so they would be compelled to confess.

Cold cases in Japan tend to stay cold.

There is no such thing as private use, the photos when taken by whatever sicko, violated the child's privacy (amongst other things). Anyone who is in possession of such should be prosecuted full stop. Japan needs to start aggressively purging this from their society.
