Really? This topic is addressed in the US Constitution?

I would, however, revert amendments allowing everyone to vote. A voter should be a landlord, or at least a taxpayer with enough understanding of foreign policy and economics.

I have always hoped to see Japan do this as well. But its tone-deaf and insular politics, plus declining economic clout (in view of China) probably make this a pipe-dream. Is China destined to take the leading regional leadership role? I suspect so, unfortunately.
