the definition of manners is how you behave towards ANYONE including people you don't know. yes, Japanese can be polite to people they know, if you are a stranger they can be incredibly rude. try holding a door open for someone in Tokyo and you'll more often than not see what I mean

expect many meaningless knee jerk reactions to attempt a facade of safety until everyone gets back to not caring at all next month. 2 very elderly security guards were patrolling the station where I live today but doing nothing about the guy who stood on the platform and hit himself on the head repeatedly for 10 minutes, I kid you not. but hey, they had nice rent-a-cop uniforms and a mindless idiot with a weapon would be no match for a 70 year old in white gloves and epaulets.

the police here actually need to arrest you or have a warrant to search your bags or pockets without your permission. refusing will probably cause you more trouble than allowing it, but we'll be seeing a lot of this pointless profiling and police harassment for the next few weeks until they get tired and go back to their koban to read the Yomiuri
