Legally, Coach Joe Paterno did the minimum of what was legally required - he reported it to his superiors who are supposed to report it to the specific office that deals with the police and investigation. So legally there, he's OK, and the police already stated he wouldn't be charged there.
What most people are questioning is morally has he done enough, such as making sure they followed through on the process. He's certainly open target for civil lawsuits.
There may be other areas where he could still be in legal trouble depending on what new evidence are discovered, such as if he knew about it while employing Sandusky.
As for Penn State, they certainly can't shut down a whole university for this. It has 44,000+ students and athletes studying and playing there who have nothing to do with this failure of its authorities. They're trying to make their own lives.

1) Ford never took bailout money. GM and Chrysler did. Ford (1.8m) is back at #2 in the U.S., behind GM (2.1m) and ahead of Toyota (1.3m) and Chrysler (1.1m).
2) The largest auto market in the world is no longer the U.S. but rather China. There, the largest foreign automaker is GM (2.2m), even more than its U.S. sales. China and U.S. comprise about 40% of GM's sales.
3) Partly due to the Japan tsunami and Thailand flood, Toyota is expected to cede worldwide #1 to GM for 2011.

Yeah, the weak dollar helps, though the always-high annual tuition increases may cancel that (even though tuition makes up only a minor fraction of the total budget).
Universities are big business in America. Heck, many universities' annual endowments alone, in the billions, are the size of some countries' budgets.

What's the use of HD when the screen is so small?
It's all about apps and choices nowadays anyways. Like with computers. If there's something you wanna do, there's a choice of apps for it. Heck, I could play PS1 games on my phone, even with an external wireless controller, hahaha.
