Iraq has oil and a pitiful army, while NK has no oil and a formidable armed force.
A destabilize NK would be like if Mexico melted down. The current trickle of illegal migrants flowing to the US would become a downpour. China does not want that to happen to them - massive amounts of NK refugees crossing over.
