Then again after all these years why the hell do the school girls wear mini skirts and plaster the racks of 7-11 adored by these freaks. To top it all off they have women only cars. A culture full of sex fantasies, vanity and shame and its all blinded. They should be passing out hefty punishment and fines. However this a country of mostly guidelines and funky laws. Impose hefty fines on $@#^ like this, chucking trash on the street, sidewalk parking and platform smoking. Build jails Japan.
