This is the kind of rationale / reasoning that you need to deal with if you live in Japan...
People believe this kind of bunk, if Mr.Tanaka or whoever, their neighbor, teacher, principal, policeman, etc... tells them so....

Too bad for the youngster getting hurt... But as long as Japan is willing to "peacefully" co-exist with organized crime and treat them as they are just another legitimate corporation, they are going to continue to have problems....
Here's a news flash for you Japan....
It's called the RICO statue.... You know if you had a law like this you could put these thugsters out of business or drive them so far underground, you wouldn't have problems like this....

This story would make perfect sense in Japan with any age group of Japanese... Just replace the age and age group below with any ones that you think you are most likely to hear....

Appropriate use of the term(s) "Company Employee"
Finally JT....
This is about as close as you've come to the appropriate use a person's employer in story...
"JR East employee" His Employer
And relevance to the story...
"arrested by police officers who were patrolling the station"
Other than their job having relevance to the story, a person's employer doesn't really matter unless they are public servant (i.e...Police Officer, Member of the Diet, Parliament..etc..)
You're learning...

It's not a u.s. problem... they're only doing the Russians a favor at this point as well as safeguarding international interests.
This maritime seafarers are well aware of the risks of sailing in that part of the world... This is not the QE2 on a vacation cruise loaded with hundreds of tourist... It's certainly unfortunate they got caught over there... Now do they reward these guys for their lawless conduct... I think not...
Hopefully whatever happens it will discourage piracy...

The Russians will be there in a few more days... They have their own commando's "SPETSNAZ" and they are quite capable and they don't play games with pirates or terrorist, even if they end up killing the crew as well...
The U.S. should follow their lead next time...

The same kinds of things they always do... Some-how handing out bicycle parking tickets and stopping bicycle riders and checking their registration is making the city safer...
I don't necessarily think JN cops are stupid... But their leadership definitely lack common-sense...
It's absolutely tragic, what happened to this little angel, unless someone turns them self's in or someone ID's them, this case isn't going to get solved, at least they won't get the real killer...
I'm sure after a while they'll pick some homeless guy up and coerce him into confessing....

I can't imagine how they could have a "Fair" race unless they used individual times as the indicator of who the winner would be...

It's not that the, "act" of trying to catch this guy was wrong, it's just that these two over 50 y/o oyaji's weren't the least bit cut out for that type of work. In tokyo, 50 y/o oyaji's routinely get the crap knocked out of them by 20 year old punks...(this isn't korea, where everyone's a black belt by HS)
It's one thing for these two to step in if this old lady is getting hurt or her life is in danger, but it's quite another to run after some crazy guy, especially after all the incidents you hear about these days of people getting stabbed while chasing someone...
I just want to know where those good Samaritans were on that crowded JR Tokaido line train a couple years ago when that 20 something y/o girl was taken in front of a car load of oyaji's into the toilet and raped....

Unbelievable...This is the same lack of common sense which permeates japan... "Oh, Let's go arrest this guy..." This is exactly what happened to that convenience store clerk about a year ago, he ran after a guy steeling a 6-pack of beer and payed for it with his life...
They're lucky they weren't killed...
I also highly doubt this ever happened, he probably turned himself in when he saw the cops...
