    After personal experience of Japanese Insurance companies attempting to avoid payout, I'd say that he had a forced confession. No one, would knowingly cut off their fingers to claim insurance of 12MM ... that's stupid - especially in the business he's in.

    It makes sense however to judge a persons capability to drive a car by their ability. Equally, it should also be that available transport is cheaper/free to persons judged as not capable for transporting themselves.

    Nothing seems to happen quickly in Japan. She probably went to the Police the next day but wasn't asked to make a "formal" complaint until much later , when they'd established that there was grounds for such a complaint. Poor girl.
