NetNinja, mental disorder is not a conspiracy. If the signs are recolonized these kinds of incidents can be prevented.
What Japam needs to do is change its insurance program so that people can receive mental health without the records of their treatment available to anyone who isn't a doctor.

But they do amplify violent tendencies in some people.

I don't get why a dime a dozen English teacher can easily renew their visa every year, but valued healthcare workers 3 years of on the job experience must pass a test to have their visas extended.
