semperfi, China doesn't have much pull with NK's decision making. If they did, North Korea would not be as poor and desperate as it is today.
Look at the difference between South Korea and North Korea. It's like day and night, literally. It's been said that the sparkling lights seen at night over SK is in stark contrast to the total pitch black darkness over NK. To make further insult to injury, China and South Korea are very strong trading partners. NK is just left to die away, due to their moronic leadership.

Best way is to neutralize their leadership.
It's so ridiculous that a nation of only 23 million can't even feed itself. Funny how 2 Communist nations took completely different paths, and look at the outcome. China, which is still in a market oriented transition, and North Korea, locked in a Stalinist time warp. China is now the #2 economy in the world, and North Korea is the world basket case.

Agreed. NK could have opened up their economy and extend trade with South Korea and China, giving her people some opportunities. But nooooooooo, stupid KJ ILL is too afraid that outside forces will take over his country. So, his country starves, while thousands of NK people defect every year.

Japan is doing well in these Asian Games. At the most recent medal count, Japan is in 3rd place, but sadly behind South Korea, and of course China.
Japan is trying hard, but it appears that South Korea, at less than half of Japan's population, is trying harder.
And no one can compete against China's medal count in these Asian Games.

Nigelboy and 888naff have a point. China is acting in a small fashion, especially with the Nobel Peace Prize winner, among other things.
China is the 2nd largest economy in the world, nuclear power and a permanent UNSC member. It was the only nation that saved the world from financial collapse in 2008, and has 'loaned' trillions of dollars to American and Western Europe, to keep both regions affloat. Further, China is the only nation still posting double digit growth rates. Yet still, when China gets pissed off, she reacts in a very drastic fashion. Hopefully, as China becomes more comfortable with her rise, she will act in a way that would encourage other nations to follow her leadership as opposed to feeling threatened by her actions.

Yes, Yuriotani, the Chinese govt is behind the cuts of exports, just not 'officially' (publically).
It's probable that Japanese firms in China can swim in rare earth.

Yes, Japan can, but it will be hard to win, because the Chinese govt is not 'officially' sanctioning the RE exports, and can make the argument that they are trying to conserve these commodities to prevent depletion of a non-renewable natural resource, and, that there is the environment to protect (I know, laughable).
That said, Japan has stated loudly that they will obtain RE from Vietnam, Canada, Mongolia, the United States, etc.
Problem solved, right?

From a price perspective, obtaining RE from other sources will be interesting.
China will drop the prices, since they have a virtual monopoly. Chief beneficiaries will be Chinese companies, foreign companies based in China, and probably the United States and Europe.
Japan is on it's own.

Japan has enough stock, like others have said. No need to import it from China as China needs to use RE for its domestic demand.

I think that their protest is perfectly legitimate. Japanese in general feel awful that China just relegated their nation to #3, and that the recent fishing boat incident made Japanese people feel even smaller. Combine China's rise with Japan's declining state, and there you have it. Lots of pissed of Japanese, feeling downright humiliated.

Yes, as I've mentioned in a previous post, China is now in it's 2nd phase of naval expansion with over a dozen new ships to be commissioned in 2010-2011. Much more to follow.
China is following a very prudent strategy of building small batches of ships over time to evaluate then make progressive improvements on the next batch, before serial production. Other countries went all out and produced huge quantities from the outset, then went bankrupt. With China having the largest cash reserves on earth, a much more sophisticated and larger navy is in the works. This is all being done while providing heavy financial support to the United States and Western Europe, 2 regions in desperate need of Chinese bond purchases to keep their bankrupt economies affloat.

Getting back to the source of the article, it's interesting to note that China appears to be in the 2nd phase of it's naval expansion. 2010-2011 is the year where a dozen or more new warships will be brought online; destroyers, fleet replenishment ships, frigates, stealth diesel submarines with AIP, a landing platform dock, and of course the revamped Varyag aircraft carrier.
From 2012-2015 China should field its 3rd generation SSBN and SSN submarines. Plenty of additional assets to deploy further away from home.
After saving the world from global financial collapse, China appears to be focusing on it's version of the Monroe Doctrine.
